Introduction
This report covers the activities of the Centre for Information Technology and Development (CITAD) during the year 2004. The report has to be read within the context of the prevailing climate both locally and internationally during the year.
The first leg of the World Summit on the Information Society (WSIS) held in December 2003 with a commitment to convene the second leg in 2005. This means that 2004 provided the occasion for both reporting back on the first leg and preparation for the second leg of the WSIS. This opportunity has helped to generate a series of activities nationally, which have contributed in the raising of awareness about ICTs.
Locally in our base, in March the State Government set up an ICT Policy Drafting Committee to articulate an ICT policy for the state. CITAD was represented on the Committee by its Executive Director. The Committee submitted its report in August, and although the government had up to the end of the year yet to start implementing the policy, the activities of the Committee have helped to raise awareness on ICTs in the state as well as in building local partnerships involving CITAD and others in advancing the cause of ICTs in the state.
As with the previous year, CITAD’s efforts in the year 2004 were driven by the spirit of volunteerism, which has seen its members rendering selfless services to the organization and to the public at large. No doubt the modest achievements recorded in the period were made possible by the commitment of both its members and staff
COMPUTER LITERACY PROJECT Computer Training Scholarship Scheme for Youth This is a partnership programme between CITAD and a number of Computer Training Institutes and companies in Kano in which CITAD sends youth for training in various aspects of Information Technology free of charge. For this year 70 youths have benefited as follows: Mediwat Computer Professional Institute: 9 Intersystem Computer School 15 Hands on Institute of Information Technology: 46
The number is less than last year partly because we ended the partnership with the fourth training school and also because the economic situation has made some of the partners to reduce the number of spaces available for the scheme.
In-House Training In order to meet the growing demand for ICT training, CITAD decided to expand its training programme at the centre. A number of training programmes were developed including Certificate in Information Technology (CIT), Diploma in Information Technology (DIT), Certificate in Website Design, Diploma in ICT Entrepreneurship (DITE), Certificate in Computer Repairs and Maintenance and Diploma in Arabic Language (DIAL). The first two programmes (CIT and DIT) have already been offered during the year. Three rounds (with a total of 162) have graduated from the CIT programme (see appendix 2) while the first set of DIT trainees will complete their programme in March 2005. The other programmes will hopefully commence early in 2005.
During the year CITAD also trained 10 staff of the Federal College of Education (FCE), Kano under the CIT programme.
Mobile Training CITAD recognizes that computer training facilities are mostly located in state capitals. This means that youth living outside the state capital are disadvantaged in terms of getting access to computer training. To overcome this problem, CITAD introduced the Mobile Training Programme. This is a one-month training in which CITAD sends a team of trainers along with computers for the period of the training to the site. During year, 22 youths have been trained under the scheme at Hadejia in Jigawa State (see Appendix 3 for list of beneficiaries).
Capacity Building for Other Organizations A number of organizations are also starting computer training as part of their youth empowerment programmes. They face shortage of trainers. CITAD now provides capacity building programme in terms of training of trainers for the organizations so that those trained by CITAD can go back to their organizations and mount training programmes for youths. Beneficiaries of training of trainers include: 1. Women Health and Development Network (WHDNET) 2. Women Farmers Advancement Network (WOFAN) 3. Hausa Writers Association (HAWAN) 4. Centre for Human Rights in Islam, Kano 5. Kano Chambers of Commerce, Industries, Mines and Agriculture (KACCIMA) 6. Kano State Library Board 7. School of the Disabled, Tudun Maliki 8. Training for Teachers During the year, CITAD continued to pay attention to the ICT skills needs of schools through its training for teachers of secondary schools. Although the SchoolNet Programme to be operationalised through the five Digi Centres donated by the Education Tax Fund (ETF) and which the beneficiaries schools appointed CITAD as capacity building partner could not take off due power and bandwidth payment problems, a number of teachers were trained during the year.
AWARENESS CAMPAIGN Career Talk The Career Talk for Secondary school students has continued to be a major source of raising awareness of both teachers and students about ICT issues. It also been a soft advocacy tool for CITAD as principals have usually after the talk in their schools taken up the need to ensure that they have computers in their schools.
This year seven schools benefited from the programme. These were: * Government Secondary School, Sharada * Government Commercial Secondary School, Airport Road * Government Secondary School, Kawaji * Government Secondary School, K/Nasarawa * Government Girls Secondary School, Maikwatashi * Government Gils Secondary School, Dakata * Government Secondary School, Mariri, Dawakin Kudu Local Government
Lectures On 15th June, CITAD in conjunction with the British Council and Centre for Research and Documentation (CRD), Kano organized a public lecture on the Freedom of Information Bill. The lecture, which was delivered by Y. Z. Ya’u of CITAD was aimed at raising the awareness of public on the Freedom of Information Bill as well as sensitizing them to join the advocacy to get the bill, which is currently at the National Assembly, passed. CITAD is a member of the Freedom of Information (FOI) Coalition, a group of civil society organizations campaigning for the passage of the Freedom of Information Bill
On 17th July, CITAD organized a well-attended public lecture on the topic “Getting Refurbished Computers in Africa: The Processes, Procedure and the Benefits”. The lecture was delivered by Ms Caroline Faseu of the Computer Aid International, UK who was in Kano as part of the partnership building between CITAD and Computer Aid International.
The lecture was chaired by Dr. M. Nabate, Director, Information Technology, Office of the Special Adviser to the Kano State Governor on Education and Information Technology while the Special Assistant to the Governor on NGOs, Alhaji Siraj Hamza was the Guest of Honour.
On 28th September CITAD organized one-day seminar for members of the Kano State Branch of the Nigerian Association of Small Scale Industrialists (NASSI). Three papers were presented as follows: * Understanding ICTs by Dr. B. S. Galadanci, Special Adviser to the Kano State Governor on Education and Information Technology * Uses of ICTs in Small Scale Enterprises by Alhaji Sagir Mohammed, CEO/Managing Director, Intersystem Computers Limited, Kano * Sources of Support for Small Scale Enterprises in Implementing ICTs Solutions by Alhaji A. D. Amshi, Director, Nigerian Communications Commission (NCC), Kano Zonal Office
The Chairman of the occasion was Alhaji Isiyaku Umar Tofa, Dan Adalan Kano and Chairman, Tofa Group of Companies.
On September, CITAD delivered the graduation ceremony lecture of the Women and Youth Support (WAYS) computer training programme. The lecture focused on bridging gender dimensions of the digital divide, particularly in northern Nigeria, where the problem is more pronounced.
ICT Awareness Week CITAD in conjunction with the Office of the Special Adviser to the Kano State Governor on Education and Information Technology and the NYSC-Volunteers in ICT Education (NYSC-VITE) organized the first Kano ICT Awareness Week. The event, which was held from the 6th to 11th December, under the general theme Kano Can Do IT, featured a series of lectures, ICT exhibitions by companies, ICT March to media organizations and markets by members of the NYSC-VITE, inter-secondary school ICT Quiz and School ICT exhibitions. There was also an Internet fair during which members of the public had free access to the Internet at the site of the event where 32 computers where deployed and broadband connection installed courtesy of Megatech Networks, a Kano-based ISP.
Over 10 papers where presented during the week on six major sub-themes including ICT Appreciation, eGovernance, eCommece, e-education, eLearning and ICTs for Rural Development. The opening ceremony was performed by the State Governor, Malam Ibrahim Shekarau who was represented by the State Commissioner for Information Alhaji Garba Yusuf while the closing ceremony was done by the State Deputy Governor, Engr. Magaji Abdulahi who distributed prizes to winners of the various competitions held during the week.
ICT Quiz Competition This year’s CITAD’s Annual Inter-Secondary School ICT Quiz took place as part of the Kano ICT Awareness Week. Held on 10 and 11th December, eleven secondary schools participated in the competition. These were: 1. Rumfa College, 2. Government Girls Secondary School, Maikwatashi 3. Government Secondary School, Stadium 4. Government Secondary Commercial School, Airport Road, Kano 5. Government Girls Arabic Secondary School, Kawaji 6. Government Arabic Secondary School, Gwale 7. Fatima Mohammed Girls Secondary School, Gyadi Gyadi 8. Government Girls Secondary, Shekara 9. Government Secondary School, Mariri 10. Government Girls College, Dala 11. New Salsa Secondary School, Hotoro
At the end of the two-stage competition, the following schools emerged winners: a. First Place Position: Rumfa College (won the Governor Malam Ibrahim Shekarau Trophy for ICT Quiz, and computer set donated by the British Council, Kano) b. Second Place Position: Government Girls Arabic Secondary School, Kawaji (won a Television Set donated by Intersystem Computers Limited, Kano) c. Third Place Position: Government Girls Secondary School, Maikwatashi (won a Radio/Cassette Recorder donated by Freedom Radio, Kano) d. Most outstanding student award: Miss Zulfa’a Ado, Government Girls Arabic Secondary School, Kawaji (won a Wall Clock donated by the Special Adviser to the Kano State Governor on Labour Matters)
Each participant was also given two computer books donated by the Office of the Special Adviser to the Kano State Governor on Education and Information Technology.
School ICT Exhibition As part of the Kano ICT Awareness Week, an ICTs exhibition by schools was organized. The schools that took part demonstrated their ICT knowledge by making presentations during the exhibition, which held on 11th December. The winners of the competition were selected by a panel of Judges consisting of Alhaji Abdullahi Nashe, General Manager, with the State Water Board, Mr. Elisha Alkali of the British Council and two members of NYSC-VITE. At the end of the competition, Government Girls College, Dala came first to clinch the Deputy Governor Engr. Magaji Abdullahi Trophy for Best School ICT Exhibition along with a computer system donated by the Office of the Special Adviser to the Kano State Governor on Education and Information Technology. The second place prize of an HP colour printer went to Rumfa College while New Salsa Secondary School, Hotoro came third to take home a scanner. The occasion was chaired by the Kano State Commissioner for Information, Alhaji Garba Yusuf while the Deputy Governor, Engr. Magaji Abdullahi who was the Guest of Honor distributed prizes to the winners.
Participation at DIGITEST 2004 CITAD worked to ensure that students from Kano State took part in the DIGITEST 2004 competition organized by Digital Peers International (DPI) held in August/September at Abeakuta, Ogun State. Four students and a teacher from Rumfa College, winners of the 2003 CITAD’s Annual ICT Quiz competition represented the state at the event. Their attendance was facilitated by assistance from the Office of the Special Adviser to the Governor on Education and Information Technology and the Intersystem Computers Services Limited.
As a result of the participation and the interest the state has shown, the organizers of the event will now stage the DIGITEST 2005 in Kano. CITAD will coordinate the hosting of the events.
CAMPAIGN AND NETWORKING During the year, CITAD has continued to relate with the following campaign and advocacy activities: * Campaign for the Freedom of Information Bill: CITAD as the state coordinator for this campaign in Kano has undertake a number public awareness programmes including distribution of leaflets, public lecture and radio programme to enlighten the pubic about the bill and seek their support. * Campaign for Community Radio: CITAD sees community radio as a tool with which rural areas can have access to means of communication. It has been involved in both the local and national advocacy to review the licensing law in the country so that separate conditions that are affordable to communities can be established for the licensing of community radio stations. * Campaign integration of ICT education: is the cornerstone of CITAD campaign as one of its goals is the achievement of universal computer literacy in the country. This however can only be achieved when computer education is fully integrated in the national education curricula, especially at the early stages It has been conducting this campaign through engagements with educational administrators, teachers, policy makers and in the media. * Advocacy on stolen wealth: CITAD was invited to join this group. So far it has attended the national seminar called to decide the formation of a coalition around the issues. * National Affirmative Action Campaign: as organization, CITAD has recognized the existence of gender related aspects of the digital divide, especially in the area that we operate. Because of this it has been involved with groups seeking to enhance access to education by women and empower them both economically and socially. ICT is one tool that can be used in this respect. This is why CITAD has been focusing on specific training programmes for women groups. CITAD is currently the Kano State Coordinating organization for the National Affirmative Action Campaign and is currently conducting an advocacy for affirmative action in both Kano and Jigawa states. * National Programme for ICT Policy Advocacy: CITAD is a member of the civil society coalition that is advocacy for ICT policy review. * Election Monitoring Programme: CITAD has been the Jigawa State Coordinator of the Transition Monitoring Group (TMG). In that capacity, it monitored the local government elections held in May in that state.
ENGAGING WITH ICT POLICY AND OTHER STAKEHOLDERS eNigeria CITAD took part in the National Preparatory Conference held in July 2003 to articulate Nigeria’s input to the first leg of the World Summit on the Information Society (WSIS). Against this background, early in the year, CITAD wrote an editorial in the January Edition of its newsletter, News on ICTs in Nigeria, calling on the National Information Technology Development Agency (NITDA) to organize a report back conference. The editorial was reproduced in some national dailies.
In response to the editorial, NITDA wrote a rejoinder, which was published in the subsequent edition of our newsletter in which it informed the public that it had in fact fixed date for the eNigeria Conference at which the outcomes of the WSIS were to be discussed. Noting the high registration fee for the conference, CITAD led a protest, resulting in its being reduced by half for civil society and youth organizations. CITAD attended the conference, which took place between 24-26, at the ECOWAS Secretariat, Abuja.
.ng Stakeholders Process In April, the dispute over who was to manage Nigeria’s top level domain (.ngTLD) was ended by President Olusegun Obasanjo with a directive that the National Information Technology Agency (NITDA) should facilitate through wide consultation the establishment of a non-governmental organization to take over the management of the .ngTLD. Consequently, in May NITDA published a call for memorandum, requesting all stakeholders to submit memo on how the non-governmental organization was to be constituted.
CITAD’s memo was one of the six received by the close of the deadline for the submission of memo. On August 9, CITAD attended the Stakeholders’ Forum convened by NITDA to deliberate on the submissions and agree on modalities for the establishment of the agency to manage the .ngTLD. CITAD presented its position paper at the Forum. Since then it has remained active in the efforts to move the process forward.
The Kano State ICT Policy In March the Governor of Kano State inaugurated an ICT Policy Drafting Committee to articulate an ICT Policy for the State. CITAD was represented on the Committee by its Executive Director.
CITAD made input to the work of the committee both directly through its representative and indirectly through its network with other civil society organizations that made input to the Committee such as the Kano State Branch of the Information Technology Association of Nigerian (ITAN).
The Committee submitted its report in August and in November the State Government set up an Implementation Committee. CITAD will continue to give support to the implementation of the policy as well as undertake critical assessment of the implementation with a view of ensure better result.
eNorth Immediately after attending the eNigeria Conference, members of the Kano State ICT Policy Drafting Committee mooted the idea of organizing an ICTs forum to boost ICT policy initiatives in the north. This idea become even more pronounced and urgent after attending the .ngTLD Stakeholder Forum at which the Committee not only presented the position of the Kano State on the matter but the Chairman of the Committee was elected to represent the Northern States on the Committee of 22 set up to study various submissions to the Stakeholders for further presentation at the next All Stakeholders Assembly on the management of the .ngTLD.
Simultaneous with this were two other ideas, one from the Northern Education Research Project (NERP) of the Arewa House, ABU and the other from the Science and Technology Forum with similar objectives. Eventually the three initiatives were harmonized into one, which was to convene a consultative meeting of Commissioners of Education and other Stakeholders from the 19 Northern States to strategize on ICT Policy, especially in relation to the Education Sector. The meeting was to b organized under the general direction of the Northern Education Research Project (NERP) and hosted by the Kano State Government. CITAD as part of the eNorth Initiative was on the Organizing Committee of the Meeting
The Meeting held on 21 an 22nd December 2004 at Mambayya House, Bayero University, Kano. CITAD in addition to serving in the Organizing Committee made a presentation on the Contributions of NGOS and Development Partners in Promoting Computer Literacy. CITAD will continue to push the process forward to ensure the improvement and adoption by the State Governor of the ICT Policy Strategy Document adopted at the meeting.
National Audit of Skills and Competences In August, the Industrial Training Fund (ITF) in collaboration with the Nigerian Employers Consultative Association (NECA) advertised a notice calling for memoranda on their joint project on National Audit of Skills and Competencies in the Nigerian Economy. CITAD responded to the notice by submitting a memo.
Subsequently, the two organizations invited CITAD to a meeting in Lagos held on 30th September to further discuss the project and fine-tune the instrument for conducting the survey. CITAD attended and participated actively in the meeting. CITAD was also invited and attended the implementation meeting for the Northwest zone and is expected to submit a paper on ICT skills benchmarking and mapping for the project.
CAPACITY BUILDING Training of Trainers In January seven members of the organization attended a three-week training of IT Trainers programme organized jointly by PADEP and Happy Computers (UK). Held at Funtua, Katsina State the objective of the training was to impart on the participants training skills so that they could become more effective in delivering training.
Strategic Planning In October, the organization conduced a four-day Strategy Planning Workshop. The workshop allowed staff and volunteer members of the organization to assess the past operation and performance of the organization. It identified the strengths and weaknesses of the organization and sought how to overcome these weaknesses while building on the areas of strength of the organization. At the end of the workshop a Strategic Document for the year 2005 was drawn.
In-House Training of Trainers In September and October, CITAD organized an In-House Training of Trainers on packages that were not covered in the Funtua training. These were CorelDraw and Publisher. Four staff of the organization undertook the training. CITAD also organized a six-month in-house training on computer repairs and maintenance for three of its volunteers who are to take charge of the Computer Refurbishing Centre.
More Volunteers In line with its key principle of volunteer work, the organization has been able to get a number of regular volunteers especially helping with the training programmes. Most of them were beneficiaries of CITAD’s own training programmes.
More staff In order to cope with the increasing volume of work, three additional trainers were recruited during the year. They now handle the training activities of the organization along with several volunteers.
Training space and facilities In conjunction with PADEAP, a building adjacent to CITAD main office was acquired to serve as the nucleus of the proposed Computer Refurbishing Centre. The building now houses the Training Centre and Workshop of CITAD. The organization was also able to acquired more computers to add to its stocking to meet its expanded scale of training programmes
Workshop on Proposal Writing As part of building the capacity of its staff and that of sister NGOs and CBOs, CITAD organized a two-day in house workshop on proposal and report writing. The workshop which held on the 7th and 8th May 2004 at the Refurbishing Centre of CITAD was attended by three staff of CITAD and six others from other NGOs and CBOs. Participants were given training on proposal writing skills, project budgeting and project reporting.
Formation of the NYSC-VITE The attempt by CITAD to have a large pool of IT training volunteers through the establishment of the Volunteers in IT Education (VITE) received a major boost with the formation of the National Youth Service Corps (NYSC), NYSC-VITE in Kano. The NYSC-VITE which is put up as a partnership between CITAD and the NYSC works with the Office of the Advisor to the Governor on Education and Information Technology to ensure that schools have volunteer IT teachers. While NYSC provides the facilitators from amongst serving corps members, CITAD provides them with training materials and logistics to move around. The first set of the NYSC-VITE members was formally inducted into the scheme on Wednesday 27th 2004 at a ceremony held at the Conference Hall of the Office of the Special Adviser to the Kano State Governor on Education and Information Technology, 32 corps members serving in Kano State volunteered to place their IT skills and knowledge on notice for those needing these as part of their personal and group community development project.
BUILDING NEW PARTNERSHIPS * NITDA: On 29th January, CITAD had a meeting with the Director-General of the National Information Technology Development Agency (NITDA), Prof. G. O. Ajayi with a view to identifying areas of common interest. The meeting agreed that the two organizations would work in the area of public enlightenment in schools. * ICDL: CITAD had been in communication with the International Computer Driving License Foundation (Africa). When an office of the ICDL was eventually opened in Abuja, the contact was stepped up with the view to creating a learning and testing centre in Kano for the ICDL examinations. This is now in progress. * NCC: As part of the partnership building efforts of CITAD, the organization paid a courtesy call on the Executive Vice-Chairman/Chief Executive of the Nigerian Communications Commission (NCC) on 13th December. During the visit, the two organizations discussed areas of possible collaboration. It is expected that CITAD will submit a working document early in the year on computer training for teachers of secondary schools for collaborative work. * ITAN: CITAD has continued to coordinate the activities of the Information Technology Association of Nigeria (ITAN), Kano Branch. The branch has already obtained formal recognition as a chapter from the National Secretariat and plans are on the way to formally inaugurate it. CITAD is also represented on the National Committee on Seminars and Workshops of ITAN * Knet: CITAD still plays an active role in the Kano NGO Network. It still runs the discussion list of the group. * Computer Aid International: for over three years, CITAD has communicated with Computer Aid International over its Refurbished computer donation scheme. Early in the early, the new Africa Programme Officer wrote to CITAD outlining the new initiatives of the organization. CITAD agreed to partner with the organization in an attempt to source computers for CBOs and NGOs in the northern part of the country. In line with this, Ms Caroline Fuseau, Head of the African Programme of the Computer Aid International visited CITAD in Kano, from the 15th to 18th July 2004. During the visit, the two organizations agreed on the need to set up a distribution point for refurbished computers meant for distribution to organizations and schools in northern Nigeria.
PUBLICATION * The Newsletter The monthly online newsletter of CITAD, News on ICTs in Nigeria (NIN) has continued to serve as a source of information for youths and others in the areas of training opportunities, funding for organizations, conferences, and general information about ICT development locally and globally. Already a number of organizations, such as the United Nation Task Force on ICTs and the Association for Progressive Communication (APC) re-circulate the newsletter on their own mailing lists giving it much wider global circulation. It has never fail to appear since it started publishing more than three years ago.
* Job Seekers’ Information Services (JOSIS) The Job Seekers’ Information Services (JOSIS) is a scheme by CITAD to assist youth looking for employment opportunities by bringing information about job opportunities to them.
The scheme operates in three ways: 1. There is a weekly JOSIS Bulletin placed on the Notice Board of CITAD and copies could be obtained from the office. The bulletin gives a list of jobs openings and their details. 2. There is an online alert (Josis Online), which is sent to subscribers of new job opportunities. Interested people could submit their email addresses to the Coordinator, JOSIS. 3. People can also consult the Coordinator, JOSIS, sagirado@yahoo.co.uk or citad@citad.kabissa.org for details of openings advertised or if they require some specific information that can be obtained from the internet or elsewhere.
